Why not give Air Travelers free Amtrak tickets for the final leg of their journey?
Charlotte is a major Air Hub with a 6 hour Amtrak ride to DC. I am sure a lot people would not mind a packed flight to Charlotte and a free overnight Amtrak ride to DC. All Aboard Night Train...

Some airlines used to do this. Today there are so many direct flights to so many cities that it is no longer necessary. In this case, why go to Charlotte to get to DC when so many flights go directly to both major airports at Washington DC? Also, of course, it couldn't REALLY be free. You would have to pay for it along the line somewhere, which would jack the cost of the ticket up to a level where no one would buy it.
